Directing the Department of Corrections to conduct an environmental study of each State correctional institution to determine if individuals housed in each State correctional institution are being exposed to harmful, hazardous or unsanitary conditions and to ensure that individuals housed in each State correctional institution are receiving clean air and pure water.
Prohibiting governmental action against parents, legal custodians and legal guardians of minors in the provision of certain information and services to minors; and providing for certain protection from child abuse claims.
In certificate of title and security interests, further providing for application for certificate of title; in registration of vehicles, further providing for registration and certificate of title required and for period of registration, repealing provisions relating to temporary registration cards and to temporary registration permits, providing for transition from temporary registration cards, permits and plates and further providing for transfer of registration, for duties of agents and for issuance and reissuance of registration plates; in financial responsibility, further providing for required financial responsibility; in fees, further providing for temporary and electronically issued registration plates; in Motor Vehicle Transaction Recovery Fund, further providing for enforcement; in powers of department and local authorities, further providing for proportional registration not exclusive; in messenger service, further providing for agent duties and responsibilities; and, in liquid fuels and fuels tax, further providing for electric vehicle road user charge.
In grounds and buildings, further providing for referendum or public hearing required prior to construction or lease; providing for school facilities; establishing the Public School Facility Advisory Committee; in construction and renovation of buildings by school entities, repealing provisions relating to building condition assessments; and imposing duties on the Department of Education.
Establishing the Community Diaper, Brief and Incontinence Products Grant Fund; directing the Department of Aging to establish a program to improve access to incontinence supplies; and imposing powers and duties on the Department of Human Services.
Urging the Congress of the United States to support the Major Richard Star Act (H.R. 2102) to allow medically retired service members to receive full access to their much-deserved retirement pay and benefits.
