Allows victim impact statements in New York state be video recorded; requires that the members of the parole board and all presiding commissioners for such hearing review all relevant victim impact statements prior to the conduct of a parole hearing and to sign a written attestation confirming that they have done so.
Relates to establishing the COVID-19 children scholarship; provides that children whose parent, primary caretaker or sibling died or was disabled as a result of contracting COVID-19 shall be eligible for such scholarship.
Prohibits food service establishments from using a dynamic pricing model in determining the prices on its menu; requires fixed prices be published on a food service establishment's menu.
Requires school bus drivers and attendants who ride with children attending preschool special education programs to complete training in the needs of such children.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Requires the state shall offer a statewide emergency services internet protocol network (ESINet) available for connection to local public safety answering points (PSAPs).
Doubles the penalties for use of mobile telephones and use of portable electronic devices when such violations arise out of the same incident as a conviction for failure to move over and when such violations occurred in a work zone.
Prohibits the state from purchasing any product that was made with child labor or which contains components or parts manufactured or procured using child labor.
Relates to requiring the commissioner of taxation and finance in conjunction with the health department and the office of temporary and disability assistance to conduct a study on the earned income tax credit and to propose changes thereto.
Authorizes and directs the commissioner of health to designate HTLV-1 and HTLV-2 communicable diseases; requires reporting of HTLV-1 and HTLV-2 cases to the department of health; creates educational materials about the virus.
Changes the primary election date from the fourth Tuesday in June to the second Tuesday in August; moves the presidential primary to the fourth Tuesday in April.
Requires a parent, guardian or person in a parental relation to a child under the age of eighteen to be physically present when any immunization is administered to such child.
