Provides that the comptroller shall examine and audit all state or federal funds appropriated or received for the humanitarian aid including short term shelter services to migrant individuals and families, including costs associated with humanitarian emergency response and relief centers for individuals entering short term shelter on or after April 1, 2024 in New York city or any other municipality in New York state.
Requires health insurance for state officers and employees who receive health insurance benefits from the state to take effect immediately upon employment.
Provides that a person convicted of murder in the first or second degree, or aggravated murder, in the death of a child who is less than thirteen years old shall be sentenced to life imprisonment without parole.
Allows certain certified registered nurse anesthetists, nurse practitioners, physician assistants or physicians to be able to be certified as an emergency service technician to service rural areas of the state.
Enacts "Jessica Lunsford act" relating to enhancing the class A-II felony of predatory sexual assault against a child by expanding the acts to which such offense applies; establishes a mandatory sentence of 25 years to life term of imprisonment; requires electronic monitoring of incarcerated individuals upon release from prison.
Enacts the "food safety and chemical disclosure act"; prohibits certain food additives and food color additives; provides that in an action to enforce compliance, the recognition by the federal food and drug administration of any of these substances as safe may not be alleged as a defense; establishes requirements for the reporting of GRAS (generally recognized as safe) substances.
Authorizes an expedited application review process for certain health care professionals licensed to practice in other jurisdictions to practice in this state in connection with Double H Ranch; provides such application fee shall be waived.
Provides that farmers shall receive an exemption from tolls when transporting products to the city of New York for consumption in such city, subject to an appropriation for the 2027-28 state fiscal year.
Enacts the Protecting Religious Assembly in States of Emergency (PRAISE) Act; prohibits any governmental entity from discriminating against and closing a place of worship during an emergency.
