Making appropriations from the Philadelphia Taxicab and Limousine Regulatory Fund to the Philadelphia Parking Authority for the fiscal year July 1, 2025, to June 30, 2026.

Providing for funding for certain State-aided universities for the fiscal year beginning July 1, 2025, and ending June 30, 2026, for costs basis, for frequency of payments and for recordkeeping requirements; imposing a duty on the Auditor General; providing for financial statements, for the Agricultural College Land Scrip Fund and for restrictions; and making appropriations.

Making an appropriation from a restricted revenue account within the General Fund to the Office of Consumer Advocate in the Office of Attorney General.

Making appropriations from the Public School Employees' Retirement Fund and from the PSERS Defined Contribution Fund to provide for expenses of the Public School Employees' Retirement Board for the fiscal year July 1, 2026, to June 30, 2027, and for the payment of bills incurred and remaining unpaid at the close of the fiscal year ending June 30, 2026.

Making appropriations from the restricted revenue accounts within the State Gaming Fund and from the restricted revenue accounts within the Fantasy Contest Fund and Video Gaming Fund to the Attorney General, the Department of Revenue, the Pennsylvania State Police and the Pennsylvania Gaming Control Board for the fiscal year beginning July 1, 2026, to June 30, 2027, and for the payment of bills incurred and remaining unpaid at the close of the fiscal year ending June 30, 2026.

Making appropriations from a restricted revenue account within the General Fund and from Federal augmentation funds to the Pennsylvania Public Utility Commission for the fiscal year July 1, 2026, to June 30, 2027.

In dockets, indices and other records, providing for limited access to eviction information; and requiring the Administrative Office of Pennsylvania Courts to process records.

Designating the month of November 2025 as "Indiana University of Pennsylvania Appreciation Month" in Pennsylvania.

Recognizing the month of February 2025 as "Black History Month" in Pennsylvania.

Directing the Joint State Government Commission to study diversion programs and make recommendations for improving existing diversion programs and establishing new diversion programs.

In Nonnarcotic Medication Assisted Substance Abuse Treatment Grant Pilot Program, further providing for definitions, repealing provisions relating to establishment of pilot program, providing for establishment and further providing for county participation requirements, for use of grant funding, for powers and duties of department, for report to General Assembly and for construction; imposing duties on the Pennsylvania Commission on Crime and Delinquency; and making an editorial change.

Recognizing the week of April 11 through 17, 2026, as "Black Maternal Health Week" in Pennsylvania to bring attention to the maternal health crisis and the importance of reducing maternal mortality and morbidity among Black women.
