Exempts disabled veterans and Purple Heart recipients from payment of municipal parking meter fees when vehicle bears veteran's or recipient's special license plate or placard issued by MVC.
Prohibits public institutions of higher education from increasing resident undergraduate and graduate tuition and fees by more than four percent over prior academic year.
Allows voter to cure mail-in ballot due to certain envelope deficiencies or missing certificate, and to vote by provisional ballot following receipt of cure letter.
