Requires the superintendent of financial services to audit certain reports to ensure such insurers are in full compliance with federal and state mental health and substance use disorder parity requirements.
Requires the state fire prevention and building code council to adopt uniform fire prevention and building code standards requiring buildings have their address numbers, building numbers, or approved building identification placed at least three feet above ground level where plainly visible and legible from the street or road fronting the property.
Establishes a 14 member doula Medicaid reimbursement work group within the department of health to set reimbursement rates for doulas in the state Medicaid program and address other criteria related to their practice; requires the work group to conduct a study and evaluate the costs, benefits and issues that may be associated with Medicaid reimbursement for doulas and for providing doula care to Medicaid recipients; makes related provisions.
Provides a credit against unemployment fund contributions for employers who employ persons in a recovery program by the office of addiction services and supports.
Prevents unfounded complaints against police officers, peace officers, firefighters, correction officers and emergency medical service providers from being disclosed or added to such police officer, peace officer, firefighter, correction officer or emergency medical service provider's personnel record.
Requires each certificate of death to also be filed with the board of elections for the county in which the registrar is appointed and to mail a copy of the death certificate to the department of health and the board of elections in the county in which the person resided at the time of death.
Amends provisions involving the arrest, prosecution, sentencing and penalties for offenses involving vehicular assault, manslaughter and homicide; removes certain barriers to prosecution for operating a vehicle under the influence of drugs or alcohol.
Relates to extreme risk protection orders for law enforcement officers; requires certain law enforcement officers to receive legal representation for matters relating to an extreme risk protection order; authorizes law enforcement officers or district attorneys to use discretion in determining when to apply for an extreme risk protection order in certain situations.
Directs the commissioner of parks, recreation and historic preservation to make sunscreen available at the entrance to all state parks, recreational facilities, historic sites or programs and other appropriate locations at the discretion of such commissioner; defines term as any topical sunscreen product approved by the federal Food and Drug Administration for over-the-counter use for the purpose of avoiding overexposure to the sun and not for medical treatment of any injury or illness.
Requires nursing homes and certain facilities to provide health care proxy forms to patients at or prior to admission to such facilities; requires the facility to file such health care proxies with the department of health.
Requires the office of special investigation to conclude investigations into alleged criminal offenses committed by police officers resulting in a death and issue a report within sixty days.
Eliminates the real property tax exemption for fire districts, fire protection districts and ambulance districts developed through industrial development agencies in certain counties.
