Sets up rules and regulations for the operation of lease-hold retirement communities located in a county with a population of more than one million inhabitants that only borders one other county, to provide adequate housing for senior citizens wishing to retire and locate in a lease-hold retirement community; grants owners of homes in lease-hold retirement communities the right to sell their homes by methods common to sales of residential property; requires that owners of lease-hold retirement communities offer owners of homes the option to sign a long-term ninety-nine year lease.
Provides certain enhanced disability retirement benefits for Kyle Brower relating to participation in World Trade Center rescue, recovery, or cleanup operations, and who retired in 2013.
Requires a residential transition conference when a person with developmental disabilities transfers from one program run by a covered operator to another program run by a covered operator; defines terms; specifies certain persons who shall attend such conference; requires covered operators to complete a form summarizing such conference and to file the form with the office for people with developmental disabilities.

Requires slow-moving traffic, trucks, buses, and other certain vehicles use the right two lanes of a multilane roadway and requires all lanes other than the right most two lanes on a multilane highway to be marked with "NO TRUCKS OR BUSES".
Excludes the five state-run veterans homes from assessments on their gross receipts received from all patient care services and other operating income; directs the Commissioner of Health to apply to the secretary of the Department of Health and Human Services for any necessary waivers pursuant to federal law and regulation.
