Creates a residential condominium owner's bill of rights that includes the right to transparency, the right to timely decisions, voting rights, the right to notice, and the right against extraordinary expenses.
Lowers the voting age to 16 years; requires that students receive education in civics and be given the opportunity to register to vote in the classroom.
Enacts the "construction insurance transparency act" to require insurers providing coverage for liability under the scaffold law to report, on an annual basis, to the superintendent of financial services relating to its finances and claims paid thereunder.
Requires that the state system for warning populations who are or may be endangered includes audible alerts for all announcements to ensure that information is accessible to visually impaired individuals.
Requires all dwellings in projects located within the state to include braille labeling on all room numbers, elevator buttons, and directional signage in common areas in such dwellings.
Relates to allowing for students in certain postsecondary education experience or transition programs to receive awards from the tuition assistance program.
Establishes the underrepresented teachers of tomorrow teacher recruitment and retention program to attract and retain underrepresented certified teachers in schools which have an underrepresentation of underrepresented certified teachers; provides for grants and procedures for applying for such grants and eligibility requirements for fund distribution.
Enacts the "PFAS discharge disclosure act"; requires certain SPDES permit holders to conduct PFAS monitoring and disclose the results from such monitoring.
Expands eligibility for tax abatement for rent-controlled and rent regulated property occupied by persons with disabilities to include individuals who do not meet the non-medical qualifications for SSDI and SSI but, by reason of the individual's disability, the individual is not able to engage in substantial gainful activity as that term is defined by the federal social security administration.
Enacts the "television subscriber choice act" to enhance consumer choice and ensure that multichannel video programming distributors have the flexibility to offer programming packages that best meet the needs and preferences of their subscribers; requires that a video programmer shall offer each channel for license to a multichannel video programming distributor without requiring channel bundling requirements as a condition of carriage of such channel; makes it unlawful for a video programmer to demand unreasonable fees or other financial obligations for channel carriage; defines terms; makes related provisions.
