Enacts "Cecilia's act for rights in the sex trades"; decriminalizes certain prostitution offenses; amends provisions relating to prosecution of such offenses and vacating judgments.
Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Requires each town, village, and city to develop a "housing action plan for everyone", including consideration of local needs and specific strategies to address those local needs.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Establishes the "New York student loan assistance and home purchase act", for the purposes of facilitating the purchase of homes by individuals who are burdened by student debt, by providing financing opportunities for the consolidation of student debt into a mortgage.
Establishes the nail salon minimum standards council act; establishes the nail salon minimum standards council which shall investigate wages and standards within the nail salon industry and submit recommendations on minimum wages, regulations and standards for nail salon workers.
Directs the commissioner of corrections and community supervision to study gender disparity in resources provided to incarcerated individuals and make a report to the governor and the legislature of the findings, conclusions and recommendations.
Provides for a working families tax credit; directs quarterly prepayment of the credit; provides for a sliding reduction in the credit for incomes which exceed a certain threshold.
Requires screening incarcerated individuals for eligibility for public benefits prior to release and assistance in applying for such programs; requires officials to seek waivers from the USDA for eligibility for such program.
