Establishes a statewide mobile response and stabilization services program to provide rapid crisis response and short-term stabilization for children and youth in their natural environments.
Under the emergency fund for victims, increases the share of a victim’s total award that may be used for relocation related expenses but not increase total compensation available to a victim.
Makes persons convicted of simple possession of controlled substances, eligible to have their records expunged three (3) years after imposition of their sentence.
Prohibits a peace officer, as defined in § 12-7-21, from employing threats, physical harm, deprivation, deception, coercion, or psychologically manipulative interrogation tactics during the custodial interrogation of a juvenile.
Limits rent increases to 4% annually, but allows an additional increase for taxes, insurance, or health and safety costs if the landlord gets an exemption from the secretary of housing, and provides tenants civil remedies for violations.
Permits every municipality in the state to offer a homestead tax exemption of up to 20% of assessed value on residential properties, and also provides that municipalities that grant greater exemptions not be limited by this section.
Allows a pregnant member or member that has given birth in the past six (6) months to appear remotely and permits any member that participates in a meeting remotely to vote at that meeting, provided that the meeting is held in person.
Requires health insurance plans to cover services provided by licensed certified professional midwives. Insurers would be required to report utilization and cost data annually and certain limited benefit policies would be exempt.
