Requires interest rates for debts be set to no more than one percentage point greater than the consumer price index for urban wage earners and clerical workers per annum; removes collection fees outside of certain debts owed.

Provides that mifepristone or misoprostol may be dispensed without the name and address of the dispenser and patient included on the prescription label.
Prohibits the distribution, sale, offer for sale, and use of any pesticide product containing paraquat dichloride or any other chemical form of paraquat.
