Increases the number of members on the farm laborers wage board from three to five; adds as members the commissioner of agriculture and markets and a member appointed by the Dean of the Cornell University's College of Agriculture and Life Sciences.
Allows a licensed psychologist to apply to the department of education for conditional prescribing certification if the psychologist meets certain requirements; allows the department of education to waive certain requirements for an applying psychologist; provides that a conditional prescribing certification shall be valid for a period of two years.
Authorizes emergency medical technicians to administer certain vaccines pursuant to non-patient specific orders and under the authority of an emergency medical services director after receiving appropriate training; authorizes physicians and certified nurse practitioners to prescribe and order a non-patient specific order to an emergency medical technician to administer certain vaccines; provides for the repeal of such provisions upon the expiration thereof.
Relates to aggravated harassment of an employee by an incarcerated individual; eliminates the requirement that an incarcerated individual causes or attempts to cause an employee to come into contact with blood, seminal fluid, urine, feces, saliva, or the contents of a toilet bowl by throwing, tossing or expelling such fluid or material.
Requires that no applications, or the literature given therewith, shall be approved, distributed or used in any capacity if they contain an explicit written warning regarding ownership or use of a firearm.
Requires insurers to provide insurance coverage for treatment of rare diseases, life-threatening conditions or diseases, degenerative and disabling conditions, or diagnoses involving medically fragile children, by a provider of the patient's choice.
Allows a person who is at least ten years of age to hunt small game, fowl, deer or bear during applicable seasons without obtaining a hunting license or hunter's education course certification and to possess or control a firearm if the person is within arm's reach of a qualified hunting mentor.
Relates to enhanced aid and incentives for municipalities; provides that enhanced aid and incentives for municipalities will be apportioned to eligible municipalities by the director of the budget on a per-capita basis, based on population.
Prohibits a public officer or member of the legislature from have a building or space named after themself while holding public office based on the fact that such person was responsible for securing public funds for the person or entity involved in naming the building or for securing public funds for the person's or entity's cause or agenda.
Provides that the comptroller shall examine and audit all state or federal funds appropriated or received for the humanitarian aid including short term shelter services to migrant individuals and families, including costs associated with humanitarian emergency response and relief centers for individuals entering short term shelter on or after April 1, 2024 in New York city or any other municipality in New York state.
