Relating to the delivery of services and programs to individuals with disabilities; conferring powers and duties on the Office of the Governor; establishing the Office for Individuals with Disabilities and the Advisory Committee for Individuals with Disabilities; and providing for the powers and duties of the office and the committee and for funding of the office and the committee.
Authorizing the Commonwealth of Pennsylvania to join the Interstate Compact; providing for the form of the compact; imposing additional powers and duties on the Governor, the Secretary of the Commonwealth and the Compact.
In optional affordable housing funding, further providing for affordable housing programs fee in counties and providing for reporting requirements and for Pennsylvania Affordable Housing Advisory Committee; and imposing duties on the Pennsylvania Housing Finance Agency.
In selection of employees for entrance to or promotion in classified service, providing for additional points in grading civil service examinations of applicants with disabilities.
In grounds and buildings, providing for automated external defibrillator placement, inspection, maintenance and plan; in school health services, further providing for automatic external defibrillators; and, in charter schools, further providing for provisions applicable to charter schools and for applicability of other provisions of this act and of other acts and regulations.
Recognizing April 9, 2025, as "Appomattox Day" in Pennsylvania, in honor of the historic Confederate surrender in Appomattox, Virginia, which led to full emancipation in the United States and signaled the end of the American Civil War, and urging the designation of "Appomattox Day" as a legal holiday in this Commonwealth.
Providing for the voluntary dissolution of the existing form of governance of a municipal corporation located in a county of the second class and the creation of unincorporated districts of counties of the second class; authorizing the county to assume responsibility for the governance of the municipal corporation and delivery of public services to the citizens residing in the municipal corporation through the administration of an unincorporated district; authorizing unincorporated district advisory committees; and making a repeal.
