Enacts the "fraudulent claims reduction and unlawful deception act" or "FRAUD act"; establishes the crimes of staging a construction site accident for insurance fraud and auto insurance fraud involving staged collisions and fabricated claims; provides for enhanced penalties and enforcement for construction site and auto claims fraud.
Memorializing Governor Kathy Hochul to proclaim April 2026, as Pet Cruelty Awareness Month in the State of New York, in conjunction with the observance of National Prevention of Cruelty to Animals Month
Requires the department of health, in consultation with the commissioner of education, to create and issue a five-year plan with proposals to best mitigate the persistence of lead in schools.
Relates to certain procedural protections granted to third-party sellers and seller profiles of online marketplaces; provides that online marketplaces must provide notice and an opportunity to respond before a seller or profile is suspended; provides that a suspended third-party seller or seller profile shall have the right to appeal the determination of the online marketplace in seeking account reinstatement.
Limits the identification of individuals who provide face-to-face care to or direct observation of a patient to their employee identification number, first name and first initial of last name when full name identification may place the personal safety of such individual in jeopardy; requires complainants to only submit their employer's address in cases involving an alleged offense against a hospital worker.
Prohibits the public service commission from approving a rate increase that entails a return on equity for capital projects that is above the prevailing ten-year treasury rate plus one percent.
Requires a collecting officer of taxes to accept payments of tax, including any interest due thereon, rounded to the nearest five cent denomination for taxpayers seeking to pay therefor with legal tender.
Imposes liability on the state for injuries or damage sustained by persons while traveling on state highways, if the same are caused by a defect or dangerous condition that the state had notice of, but did not repair.
Relates to information that residential health care facilities are required to separately disclose to residents and their families; requires such information to be posted on the residential health care facility's website.
