Establishes Davina's driver accountability law which requires the commissioner of motor vehicles to establish a uniform curriculum for accident prevention courses for use by all sponsoring agencies, delivery agencies and instructors in this state; provides for the repeal of certain provisions upon the expiration thereof.
Relates to requiring the joint commission on public ethics to develop and maintain a campaign finance training course; requires all members of the legislature, their staff treasurer and all individuals running for elected office to complete the campaign finance training course.
Requires the state comptroller to prepare and release an annual report grading each state agency on its spending with minority- and women-owned business.
Provides for automatic issuance of identification cards to incarcerated individuals and assistance with obtaining copies of any documents needed to apply for identification cards, including, but not limited to, an incarcerated individual's social security card and birth certificate.
Requires bomb or blast resistant garbage receptacles in facilities of common carriers; provides minimum specifications for such receptacles shall be set by the NYS division of homeland security and emergency services.
Authorizes political subdivisions to award public contracts to participants of a minority and women owned business enterprise program at a cost premium not to exceed ten percent of the lowest bid.
Relates to the expiration of right to collect consumer credit debt; includes any attempts made by the creditor, third-party purchaser or other authorized third party to collect such debt.
Authorizes the empire state development corporation to retain one or more independent MWBE consultant firms to conduct an independent review of procurement procedures utilized by state agencies.
