Enacts the "City of Dunkirk Revenue Anticipation Note Refinancing Act" to authorize a loan to be made from the state to the city of Dunkirk (Part A); makes an appropriation therefor (Part B).
Prohibits local boards of elections from purchasing direct recording electronic machines; requires local boards of elections to provide hand marking and ballot marking device options at all polling places.
Authorizes the South Country central school district, in the county of Suffolk, to issue serial bonds for the purpose of liquidating deficits in its general fund; requires that the district prepare quarterly budget reports, quarterly trial balances; provides for advance aid to such school district (Part A); extends provisions of law relating to directing the state inspector general to appoint an independent monitor for the Orange county industrial development agency for one year (Part B).
Extends provisions of law relating to increasing certain motor vehicle transaction fees and relating to certain costs of the department of motor vehicles.
