Relates to establishing distinctive "Women Veterans" plates and the women veterans support fund; establishes that moneys of the fund will be used for women veteran homelessness, counseling and other programs that support women veterans.
Relates to providing veterans' housing; requires state agencies that provide shelter to homeless veterans to do so based on federal housing first principles without preconditions or barriers.
Allows a person with a master's of social work degree who meets certain requirements to file to be licensed within one year after the effective date of this act.
Requires police agencies to report offenses to the division of criminal justice services which appear to such agency to be motivated by the race, national origin, religion or sexual orientation of the victim or of the owner, resident, lessee or occupant where the offense is committed against property.
Commissions a study regarding the quality of health care services received by foster children in New York state; provides for a report to be submitted by the commissioner of the office of children and family services detailing the findings of such study.
Establishes the independent office of the child advocate to ensure the protection and promotion of the rights of children in the care of any state agency or local social services district.
Relates to a minority and women-owned business enterprise participation goal requirement in order to receive exemption of new multiple dwellings from local taxation.
Requires cultural awareness and competence training for all medical professionals as part of their licensing requirements; requires biennial training in the non-discriminatory provision of medical services for physicians, physician assistants, dentists, dental hygienists, registered and licensed practical nurses, podiatrists, and optometrists; authorizes the department of education to develop the training in consultation with the department of health and other experts; provides for documentation and exemption from the requirements; provides for a public education program on minority health; appropriates $100,000 therefor.
Authorizes vocational training, where practicable, to incarcerated individuals on the installation of solar hot water systems for the provision of hot water to correctional facilities.
