Requires the registration of surplus military vehicles previously owned by the United States department of defense or any federal agency, sold or transferred through an authorized federal surplus property program.
Enacts the "degree integrity and accountability act"; provides for mandatory degree revocation if convicted of: a violent felony offense; a terrorism offense; engaged in acts that constitute material support for terrorist organizations, including advocacy, incitement, or financial aid; participated in or led organized efforts to disrupt educational institutions through unlawful occupation, destruction of property, or threats of violence; or found guilty of severe misconduct by a university disciplinary board, including academic fraud, falsification of credentials pursuant or any act that would have prevented graduation had it been known at the time; establishes the degree revocation registry for creating an online database listing students whose degrees have been revoked for employers, academic institutions and government agencies.
Requires lifetime post-release supervision for offenders convicted of rape in the first degree, criminal sexual act in the first degree, aggravated sexual abuse in the first degree, course of sexual conduct against a child in the first and second degrees or sexual abuse in the first degree when the other person is less than eleven years old; prohibits good behavior allowances against a determinate sentence for a person convicted of any such crimes.
Limits liability for certain provisions of the labor law for construction accidents in Nassau and Suffolk counties when such accident is elevation-related.
Includes aggravated threat of mass harm, making a threat of mass harm, aggravated harassment in the second degree, harassment in the first degree, menacing in the third degree, menacing in the second degree, menacing in the first degree, and aggravated harassment in the first degree in being eligible for bail; makes aggravated threat of mass harm and making a threat of mass harm eligible to be considered hate crimes; increases the penalties for aggravated threat of mass harm and making a threat of mass harm.
Directs the coordination of policies and services of the traumatic brain injury program with the office for the prevention of domestic violence; includes the executive director of the office for the prevention of domestic violence on the traumatic brain injury services coordinating council.

Authorizes Powell House, in the village of Farmingdale, county of Nassau, to apply for and receive a retroactive property tax exemption with respect to the 2024-2025 school tax assessment rolls and the 2025 general tax assessment roll.
