Establishes the Capital Region preceptor stipend program to be administered by the office of the professions, under which qualified preceptor clinicians shall receive a $5,000 stipend; provides for such funds to be distributed from the office of the professions account.
Directs the department of health to establish a right to preventative maintenance of wheelchairs program, after consultation with certain other offices, under which owners of manual and powered wheelchairs shall be entitled to reimbursement of certain preventative maintenance costs for such wheelchairs.
Directs that moneys in the veterans' home services fund shall be payable on vouchers certified by the commissioner of veterans' services; directs a report to be submitted by such commissioner; directs that moneys in the military family relief fund shall be payable on vouchers certified by the commissioner of veterans' services.

Enacts the "Lieutenant Joseph Banish mental health act" which establishes a law enforcement peer support program to provide confidentiality for communications arising out of law enforcement peer support counseling; defines terms; provides exceptions for when a peer support communication may be disclosed.
Relates to the dissemination of information pertaining to individuals suffering from Alzheimer's disease and other forms of dementia through the NY Connects: Choices for Long Term Care program.
Allows industrial development agencies to make grants to municipalities for open space preservation, parkland improvements and conservation easements where the municipal governing body finds that the grant encourages tourism or otherwise improves quality of life.
