Requires the state to participate in the United Nations human rights council's universal periodic review by submitting a report in the capacity of a subnational stakeholder.

Establishes a former foster youth priority program that reserves at least five percent of units in housing lotteries that are administered by the New York city department of housing preservation and development or the New York city housing development corporation for eligible former foster youth; authorizes the promulgation of rules, regulations and marketing handbooks and procedural guidelines; establishes reporting requirements.

Relates to requiring social services districts to develop family assessment and services tracks to address cases where there is a prior history of multiple likely malicious and unfounded complaints against the respondent, there is no actual history of founded complaints of abuse or maltreatment against the respondent within the preceding four years, and the initial investigation into the new complaint yields no new information which could indicate the possibility of actual abuse or maltreatment.

Requires mental health services for incarcerated individuals with mental health issues related to the trauma of incarceration upon reentry and reintegration into society upon release.

Establishes the "Supporting Families Together act"; repeals certain provisions of law relating to civil and criminal penalties for mandated reporters.

Establishes the "tenant opportunity to purchase act"; prevents the displacement of middle and lower-income tenants in New York; preserves affordable housing by providing an opportunity for tenants to own or remain renters in the properties in which they reside.

Provides for the types of damages that may be awarded to the persons for whose benefit an action for wrongful death is brought.
