Relates to requirements for a building owner to refuse to renew a lease under the real estate industry stabilization code; requires the owner of a building to be demolished to prove that such owner has the financial ability to complete demolition of the building.
Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
Relates to the regulation of three-dimensional printed firearms; provides that a person who intentionally sells, distributes, or disposes of a three-dimensional printed firearm is guilty of a class A misdemeanor.

Prohibits landlords from requiring a fee for nonessential services in a tenant's base rent, including cable, internet and garage usage, as a condition of leasing a dwelling; excludes buildings with less than three dwelling units.
Expands health care services provided by telehealth to include services delivered through a facility licensed under article twenty-eight of the public health law that is eligible to be designated or has received a designation as a federally qualified health center, including those facilities that are also licensed under article thirty-one or article thirty-two of the mental hygiene law.
Requires applicants for registration of hybrid vehicles to submit proof of the make, model and model year of the motor vehicle for which registration is being applied, to the commissioner; establishes that after such proof is submitted, certificates of registration shall display the markings "qualified hybrid vehicle" and such vehicle's US EPA highway fuel economy rating of 45 mpg or more.
