Relates to procedures relating to driving while ability impaired by drugs; defines impairment and intoxication; updates procedures for field testing of drivers suspected of being under the influence of drugs to include the use of oral/bodily fluid tests; provides that refusal to submit to such field tests is specified to be a traffic infraction; makes related provisions.
Relates to examinations under oath under the comprehensive motor vehicle insurance reparations act; grants claimants the right to counsel in an examination under oath; requires such examination to be transcribed; gives claimants the right to receive the transcript of such examination; prohibits insurance companies from denying first party benefits pursuant to an examination under oath until it is awarded permission to do so in arbitration.
Requires the office of court administration, clerks, and all other records custodians to develop policies and procedures to ensure no identifying information or documentation relating to name change actions or sex designation change actions is visible or retrievable in any electronic database maintained by the state of New York or a subdivision thereof.
Authorizes the department of transportation to establish and implement a state memorial sign program to memorialize persons who died due to injuries sustained in a fatal motor vehicle crash on state highways.
Permits certain registered pharmacy technicians to assist a licensed pharmacist in preparing prescriptions in facilities that are qualified home infusion therapy suppliers, under the direct supervision of a licensed pharmacist employed by such facility.
Designates records and information relating to a patient who has been deceased for a period of fifty years or longer as historic records no longer subject to privacy protections; provides that such provisions shall not be construed as requiring a facility to retain records for any particular length of time.
Relates to unlawful strikes by public employees; provides for the settlement of certain disputes relating to terms and conditions of employment of certain transit and transportation authorities.
Provides that to achieve cost savings to businesses and the state, improve decision timeliness, and minimize wrong-sized payments to eligible beneficiaries the department of labor shall obtain current employment and income information from a third-party provider, supplementing current state wage reporting files from the department of taxation and finance.
Extends confidentiality privileges to certain communications to or from a licensed mental health counselor in the course of such licensed mental health counselor's professional employment, and to certain employees of such licensed mental health counselor; provides exceptions thereto.
Requires every renewable energy generating project receiving grants, guaranteed loans, tax benefits or funding from New York state to enter into a memorandum of understanding for the operation and maintenance of such project with a bona fide labor organization of jurisdiction that is actively engaged in representing transitioning utility workers in the fossil fuel industry.
Establishes workplace readiness week to educate minors in relation to their workplace rights; requires eleventh and twelfth graders to receive education on workplace rights; requires a document on workplace rights to be provided to any minor seeking working papers.
