Enacts the "teardown tax act"; establishes a dwelling unit removal surcharge on the conversion of multiple dwelling units into single-family dwellings in the city of New York.
Establishes a moratorium on the installation of synthetic turf pending a comprehensive environmental and public health study; provides for the repeal of certain provisions upon expiration thereof.
Requires certain anti-aging skin care products to contain a warning label; sets forth requirements for the language, size, and placement of such warning label; establishes penalties for violating such provisions.

Repeals the tax exempt status of private universities that received real property tax exemptions of one hundred million dollars or more during the prior fiscal year.
Relates to the cancellation of contracts for health club services; provides that for a contract for service due for renewal on a monthly basis, the health club shall accept cancellation of renewal if such request is made up to the day before such renewal takes effect; relates to the mechanisms through which a health club shall accept notice of cancellation and offer cancellation.
Imposes a moratorium on the issuance of permits for new data centers; requires the public service commission to issue an order or orders to minimize the impact of new data centers on electricity and gas rates for residential, commercial, and industrial users; clarifies that certain provisions are applicable to the Long Island power authority.
Requires the clear and conspicuous disclosure of pricing changes for online grocery delivery and online pick-up services; imposes a fine of not more than one hundred dollars for the first offense and not more than two hundred fifty dollars for a second and each subsequent offense for violations.
Includes certain willful representations made by physicians, physician's assistants, and specialist's assistants to patients and clients, or relating to patients' and clients' private health information, as professional misconduct.
