Requires health practitioners to discuss with patients the risks associated with certain pain medications before prescribing such medications; requires that for the first opioid analgesic prescription of a calendar year the prescribing physician shall counsel the patient on the risks of overdose.
Relates to firearms; authorizes the transfer of certain weapons from an estate to an immediate member of the decedent's family; relates to reports of substantial risk or threat of harm by mental health professionals.

Imposes certain sentences of imprisonment for offenses committed while using public transportation; creates the offense of reckless endangerment on public transportation as a class A-I felony.
Establishes a public animal cruelty registry that requires persons over eighteen years of age convicted of animal abuse to register with the division of criminal justice services; requires such registry to contain certain information about each person registered; requires persons registered to pay an annual surcharge of fifty dollars to be used for costs and expenses associated with maintaining the registry.
Authorizes Joseph Fredrick to take the competitive civil service examination for the position of police officer and be placed on the eligible list for employment as a full-time police officer with the village of Allegany.
