Removes language requiring the state from moving public safety surcharge funds into the state general fund; increases from seventy-five million dollars to one million dollars available for grants or reimbursements to counties for the development, consolidation, or operation of public safety communications systems or networks designed to support statewide interoperable communications for first responders.
Establishes the payment of certain volunteer firefighter and volunteer ambulance worker death benefits shall be within ninety days of the filing of application to receive such death benefit.
Deems home instruction which is compliant with the provisions of article 65 of the education law and the home instruction requirements prescribed in the commissioner of education's regulations to be substantially equivalent in amount and quality to the instruction given to students of like age and attainments at the public schools of the city or district where the student resides.
Provides that in the event child protective services receives a duplicate report on an open case that has not been founded, indicated or referred to services, such duplicate report shall merge with the open case and remain open an additional thirty days for further investigation.
Requires the court to make an individualized determination whether a defendant poses a current physical threat to any person or to public safety when making a bail determination.
Provides for initiative and referendum in New York State for the People as electors to propose or reject laws and submit amendments to the state constitution.
Provides direct reciprocal certification for emergency medical technicians who possess a current certification from the national registry of emergency medical technicians.
Relates to the term "income" for purposes of the school tax relief exemption; adds 401(k) and 403(b) accounts to the list of eligible income deductions when determining Enhanced STAR eligibility.
Establishes a civil remedy for the protection of animals denied proper care by creating a special proceeding in the supreme court that will hold owners and caretakers liable if such animals under their care are mistreated.
Requires that the state fund any program which imposes a mandate upon municipal corporations or school districts; establishes criteria for any exemption from such law if such mandate is ordered by the judiciary, pursuant to an executive order or requested by the locality; establishes the New York state mandate review council.
