Relates to required notification of an incarcerated individual's emergency contacts when such incarcerated individual experiences a serious medical event; provides that incarcerated individuals and their representatives shall have the right to access such incarcerated individual's medical records; provides requirements for access to such medical records; requires the department of corrections and community supervision to collect data on medical incidents and response times, and to publish an annual report detailing such data.
Enacts the accelerate solar for affordable power (ASAP) act to set a new target for distributed solar energy capacity and direct the public service commission to advance reforms to the utility interconnection process to ensure timely and cost-effective integration of new distributed energy resources.
Directs the commissioner of education to conduct a survey of recess held in public and charter schools serving students in kindergarten through grade six and to provide any information collected to the governor and the legislature.

Adds that a person is guilty of computer tampering in the third degree when they intentionally enter or alter in any manner or destroy computer material indicating that a person did or did not receive a vaccination that is reported to the New York state immunization information system or the New York city immunization registry.
