Directs the New York state energy research and development authority to establish a ride clean rebate program for electric assist bicycles and electric scooters; defines terms; provides a fifty percent rebate for eligible purchases.
Establishes application processing and review requirements for reprieves, commutations and pardons by the governor; requires the governor to provide: a written notification that the application has been received; a receipt number that the applicant can then use to check on the applicant's application status; guidelines for supplementing the application with additional or updated information; and a notification when a decision is made on the application; requires quarterly reports to the legislature regarding reprieves, commutations and pardons.
Enacts the "affordable clean energy (ACE) act"; exempts renewable energy systems from certain requirements related to energy facilities (Part A); directs the New York power authority to propose a minimum of two priority transmission projects to address the areas of highest need on the bulk transmission system (Part B); exempts payment in lieu of taxes revenue from property tax cap calculations (Part C).
Relates to payments in lieu of taxes; provides that the tax base growth factor or quantity change factor includes the change in assessed value for each property on the exempt side of the tax rolls under a payment in lieu of tax agreement; allows a local government or school district to elect to include the equivalent taxable value of property subject to a payment in lieu of taxes agreement in the calculation of its quantity change factor.
Imposes a moratorium on the issuance of permits for new data centers; requires the public service commission to issue an order or orders to minimize the impact of new data centers on electricity and gas rates for residential, commercial, and industrial users; clarifies that certain provisions are applicable to the Long Island power authority.
Prohibits the distribution, sale, offer for sale, and use of any pesticide product containing paraquat dichloride or any other chemical form of paraquat.
Requires the council on arts to make recommendations on the renaming of the agency buildings located at the empire state plaza; requires the governor to choose the new agency building names within 60 days after the council's recommendation.
Establishes the tenant power act; authorizes the establishment of tenant unions and sets forth the powers and duties of such organizations; establishes the statewide tenant association; provides for the enforcement of such provisions; establishes the statewide tenant association fund; makes an appropriation therefor.
Establishes the youth justice innovation fund to make funds available to community-based organizations for services and programs with the purpose of youth development and preventing youth arrest and incarceration.
Relates to certain guilty pleas where the plea is in the interest of justice and which are entered into with both the permission of the court and the consent of the people.
