Prohibits the release of criminal history or any mental health history records by a coroner, coroner's physician or medical examiner of individuals who were the subject of the use of force by a police or peace officer.
Creates within SUNY an office of higher education in prison to coordinate access to higher education for individuals during and after incarceration; directs such office to create a plan by 1/1/2029 to establish a degree-granting program in every viable correctional facility in the state; directs such office to enroll at least 2,000 students in degree-granting programs as soon as practicable; makes related provisions.
Directs the commissioner of the office of general services to erect a monument to be known as the "New York state Holocaust memorial" in the Governor Nelson A. Rockefeller Empire State Plaza to memorialize the victims of the Holocaust and to educate the public about the history of the Holocaust and the dangers of antisemitism, racism, and all manifestations of intolerance.
Enacts the "Lieutenant Joseph Banish mental health act" which establishes a law enforcement peer support program to provide confidentiality for communications arising out of law enforcement peer support counseling; defines terms; provides exceptions for when a peer support communication may be disclosed.
Enacts "the construction reporting pay act"; provides that each laborer, worker or mechanic in the employ of a contractor who by request or permission of an employer reports for work on any day shall be paid no less than four hours at the prevailing rate of wages.
Requires certain health insurance issuers to certify that at least a majority of prescription drug rebates are provided to patients at the point of sale.
Adopts the psychology interjurisdictional compact to increase public access to psychological services by allowing telepsychological practice and temporary in-person services across state lines.
Requires the superintendent of state police to develop, maintain and disseminate to all members of the division of state police a critical incident leave policy requiring critical incident paid leave for any members directly involved in a critical incident; prohibits such superintendent from taking any punitive administrative action against any member of the division of state police granted critical incident leave solely on the basis of the provision of such leave.
Requires instruction in arts and music education to be incorporated into curriculums for all public school students; requires school districts to ensure that appropriately certified teachers are providing such education; authorizes rules and regulations consistent with such provisions.
Relates to the qualification of voters; provides that a citizen who is seventeen years of age at the time of a primary election and who will be eighteen years of age at the time of the general election for which such primary election is held, shall be eligible to vote in such primary election.
