Directs the superintendent of financial services to conduct a comprehensive study on mandatory health insurance coverage benefits within the state as compared to other states and the impacts of removing such requirements.
Permits the possession and use of devices that silence, suppress, or muffle the sound or natural report of a firearm when the firearm is discharged, provided the host firearm to which the device is attached is allowed and is a rifle that is manually operated by a bolt.
Exempts retail food stores from various state and local taxes provided such store derives at least seventy percent of its annual gross sales from staple foods and food products for off-premises consumption.
Enacts the "small business health plan act" which provides small businesses opportunities to provide health insurance to owners and employees by exempting such insurance from certain requirements.
Establishes a committee to conduct a survey of instruction on the history and civic impact of the September eleventh, two thousand one terrorist attacks and issue a report on such survey.
Authorizes local governments to opt out of mandates and benchmarks arising under the climate leadership and community protection act and associated universal electrification requirements by filing a resolution with the department of environmental conservation.
Requires the registration of surplus military vehicles previously owned by the United States department of defense or any federal agency, sold or transferred through an authorized federal surplus property program.
Enacts the "degree integrity and accountability act"; provides for mandatory degree revocation if convicted of: a violent felony offense; a terrorism offense; engaged in acts that constitute material support for terrorist organizations, including advocacy, incitement, or financial aid; participated in or led organized efforts to disrupt educational institutions through unlawful occupation, destruction of property, or threats of violence; or found guilty of severe misconduct by a university disciplinary board, including academic fraud, falsification of credentials pursuant or any act that would have prevented graduation had it been known at the time; establishes the degree revocation registry for creating an online database listing students whose degrees have been revoked for employers, academic institutions and government agencies.
