Relates to certain rental vehicle protections; provides that the rate caps charged by rental vehicle companies shall be tied to the consumer price index of all urban consumers over the previous year as reported by the United States Bureau of Labor Statistics; makes provisions of law permanent.
Establishes the NY digital choice act requiring social media companies to provide covered users with a copy of the covered user's social graph at the request of the covered user; defines terms; provides requirements for the interoperability of covered users' data; grants the attorney general the authority to promulgate rules and regulations and enforce such provisions.
Establishes a tax credit for food service establishment donations to food pantries, in the amount of fifty percent of the marketed value of each of the taxpayer's qualified donations up to six dollars per qualified donation, beginning with the 2027 tax year.
Regulates the development and use of certain artificial intelligence systems to prevent algorithmic discrimination; requires independent audits of high risk AI systems; provides for enforcement by the attorney general as well as a private right of action.
Requires the chair of the state liquor authority to make quarterly reports to the governor and the legislature of the authority's enforcement activities for the preceding quarter.
Requires the community gardens task force to conduct an assessment of all community gardens located on publicly owned land in the state to facilitate each garden's designation as a critical environmental area.
Relates to the provision of patient health information and medical records; expands the definition of medical records to include all health related records; prohibits fees for providing certain records.
Requires entities that access a consumer's consumer credit report to notify such consumer of their right to obtain a security freeze, in addition to other information necessary to place, temporarily lift or permanently lift such security freeze; prohibits notices to consumers of their right to obtain a security freeze from containing advertising for paid services.
Requires an annual report on the New York state college choice tuition savings program to be delivered to the governor and the legislature and posted on the comptroller's website and the translation of vital documents in the most common non-English languages.
