Prioritizes distribution of 9-1-1 System and Emergency Response Trust Fund monies; permits use of funds for certain expenses incurred by counties and municipalities for the provision and maintenance of 9-1-1 emergency services.

Directs Department of Agriculture to advertise and promote State aquaculture products through Jersey Fresh Program; establishes annual $25,000 appropriation.
Exempts certain motor vehicles that are owned by certain nutrition programs and certain nonprofit organizations that offer social services from motor vehicle registration fees.
