Relates to the computation of building aid for the Arlington central school district; authorizes multi-year cost allowances to be established and used three times in a five-year period for construction, reconstruction or modernizing of one project by the Arlington central school district.
Establishes the "accountability of costs for data centers act"; requires each electric corporation, gas corporation and municipality to establish an independent classification of service for large energy use facilities that is separate and distinct from other classifications of service; authorizes the department of public service to develop financial surety requirements.
Exempts school district providers of special services or programs for preschool students with disabilities from having to obtain program approval from the commissioner of education.
Excludes the five state-run veterans homes from assessments on their gross receipts received from all patient care services and other operating income; directs the Commissioner of Health to apply to the secretary of the Department of Health and Human Services for any necessary waivers pursuant to federal law and regulation.
Enacts the "New York fundamental artificial intelligence requirements in (FAIR) news act"; provides requirements for fairness in disclosures to news media workers, news media consumers, oversight of AI systems, and workplace protections for news media workers.
