Prohibits the state from seeking reimbursement for expenditures made on behalf of disabled Rhode Islanders from an ABLE account after the death of the designated beneficiary.

Establishes sales and use tax exemptions for commercial forest product operations and creates a new motor vehicle registration for "forestry vehicles".

JOINT RESOLUTION MAKING AN APPROPRIATION OF $200,000 TO THE HOUSING NETWORK: THE RHODE ISLAND ASSOCIATION OF NONPROFIT HOUSING DEVELOPERS, DBA HOUSING NETWORK OF RHODE ISLAND (Authorizes the appropriation of the sum of $ 200,000 to the Housing Network of Rhode Island.)
Prevents anyone from wagering money or any other thing of value on the outcome of a greyhound race or other dog race, or accept or facilitate such wagering, regardless of the location at which the race takes place.

Establishes the Medicaid fee-for-service reimbursement rates set by the general assembly as the rate floor for Medicaid managed care by home care, home nursing care and hospice providers.
Imposes a moratorium on the issuance of new home care provider, home nursing care provider and hospice provider licenses prior to 7/1/2031, and provides for health systems planning specific to these provider licenses during the moratorium by the DOH.
Requires the coastal resources management council to conduct a review of certain water classifications and existing policies and regulations to properly account for sea level rise.
Ensures that the State of Rhode Island adopt the protections afforded under the Occupational Safety and Health Act if its scope or enforcement capacity is diminished.
