Allows nonprofit organizations to participate in permitted games of chance upon registering with the state police on an annual basis. The nonprofit would be exempt from any required background checks by local law enforcement.
Allows the personal representative of a decedent’s estate to discharge the estate tax lien by recording with decedent’s municipality, a statement stating decedent’s gross estate does not require a state or federal estate tax filing pursuant to §44-22-1.1.
Makes it permissible for any student, professor, or other employee of any public or private college or university, to carry, possess and have in their custody, possession and/or under their control, a stun-gun or pepper spray for purposes of self-defense.
Clarifies the process of depositing settlement funds from non-multi-state initiatives and require that settlements could not be spent without express general assembly authorization.
Requires health insurance plans to cover services provided by licensed certified professional midwives. Insurers would be required to report utilization and cost data annually and certain limited benefit policies would be exempt.
Requires health insurance policies to cover licensed certified lactation counselor services for childbearing families. It would also prohibit requiring supervision or duplicate payments for services and mandates annual reporting.
Requires an official declaration of war or an action to call forth the state militia by the United States Congress before members of the National Guard may be released from state control to participate in active duty combat.
Directs the office of law revision to identify, on a yearly basis, any decisions or holding of the United States Supreme Court that would require amendments to any state statutes.
Creates a 10 member bail task force to study the need of monetary conditions of bail and to consider other methods for ensuring an accused’s appearance in court, enhance public safety and honor the presumption of innocence and to file report by 1/1/2028.
