Establishing the Grand-family Assistance Program; providing for payments to area agencies on aging; imposing duties on the Department of Aging; and establishing the Grand-family Assistance Program Fund.
In preliminary provisions, providing for Cyber Charter School Funding and Policy Council and furthe r providing for advertising and sponsorships; in pupils and attendance, further providing for exceptional children and education and training; in charter schools, further providing for definitions, for funding for cyber charter schools, for powers and duties of department and for assessment and evaluation, providing for fund balance limits, further providing for cyber charter school requirements and prohibitions, providing for cyber charter school fund balance accountability, further providing for establishment of cyber charter school, for cyber charter school application, for enrollment and notification, for enrollee wellness checks and for applicability of other provisions of this act and of other acts and regulations and providing for cyber charter school moratorium; and, in reimbursements by Commonwealth and between school districts, further providing for extraordinary special education program expenses.
Further providing for definitions, for improper classification of employees and for criminal penalties; providing for private right of action; further providing for administrative penalties, for retaliation for action prohibited, for availability of information, for use of penalty funds and for funding; and imposing penalties.
In ethics standards and financial disclosure, further providing for definitions and for restricted activities, providing for gift ban and for gift ban exceptions and further providing for statement of financial interests.
Further providing for definitions and for wage rates; providing for additional violations; further providing for powers of secretary, for collection of unpaid wages, for records and reporting and for penalties; and establishing the Equal Pay Enforcement Fund.
Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An act to consolidate, editorially revise, and codify the public welfare laws of the Commonwealth," in public assistance, further providing for uniformity in administration of assistance and regulations as to assistance and for copayments for subsidized child care, providing for report on transition to chip-enabled access cards, further providing for reports to General Assembly, for persons eligible for medical assistance and for nonemergency medical transportation services and providing for abrogation of regulatory requirements for payment for outpatient behavioral health services within physical confines of behavioral health clinic facilities and for SNAP benefit reporting; and making a repeal.
