Directs the commissioner of corrections and community supervision to promulgate rules and regulations for requirements for vendors who make products available for order and delivery to incarcerated individuals and provide for safe food storage for incarcerated individuals in their cells.
Provides for an adverse inference against the testimony of an officer or other employee of the department of corrections and community supervision, where such officer or other employee violated department rules or regulations by turning off a facility camera or body-worn camera or otherwise prevented such camera or cameras from recording the incident which is the subject of such disciplinary proceeding.
Directs the department of health to conduct a study and prepare a report of recreational activity programming in nursing homes examining the accessibility and inclusivity of programming, including accommodations for residents with physical or cognitive impairments, availability of multilingual services, transportation for off-site programming, and scheduling considerations.
Directs the state board of real property tax services conduct a study on the feasibility of amending property tax revisions for senior citizens located in special districts and provide a report for such study.
Relates to the powers of the head of the office of mental health and the head of the office for people with developmental disabilities to promulgate rules regarding communications needs of non-English speakers seeking or receiving services; includes the provision of language services and documents in English and the twelve most common non-English languages spoken by individuals in New York State based on United States census data.
Enacts the "real accessible pedestrian signal act" in relation to requiring newly installed or constructed pedestrian signal units to be accessible pedestrian signals and to include tactile maps.
Establishes the "tenant opportunity to purchase act"; prevents the displacement of middle and lower-income tenants in New York; preserves affordable housing by providing an opportunity for tenants to own or remain renters in the properties in which they reside.

Enacts "Francesco's law" which establishes violations for the failure to safely store rifles, shotguns, and firearms in the presence of a minor or a prohibited person; requires the office of gun violence prevention to collect and analyze statistical and other information and data with respect to injuries or deaths of minors resulting from failure to safely store a firearm, rifle, or shotgun.
