Authorizes the empire state development corporation to pause, toll or temporarily halt the Columbia University Education Mixed-Use Development Land Use Improvement and Civic Project Modified General Project Plan adopted by the empire state development corporation on December 18, 2008 until such time that the attorney general has reviewed all aspects of the plan for compliance.
Provides that Medicaid and policies issued in this state that provide coverage for hospital, surgical or medical care shall provide coverage for standard fertility preservation services when a necessary cancer treatment may directly or indirectly cause iatrogenic infertility to a covered person.
Expands the total enrollment percentage standard for school districts located in a city with a population of one million or more from applying to initial charter school applications to all charter school applications.
Enables students to receive information from colleges and universities without disclosing their personally identifiable information via an opt-in system.
Relates to gender balance on boards of state and local public authorities; provides that all appointive state and local authorities heretofore or hereafter established by law or resolution shall have recommendations for appointments, or reappointments that are gender balanced.
Directs the empire state development corporation to issue reports on all active land use projects that used the process of eminent domain quarterly until five years after the project is fully completed and shall be made available on the public website of the corporation.
Authorizes the empire state development corporation to rescind any approved general project plan for non-compliance with any agreements made as part of such general project plan, including, but not limited to, community benefits agreements.
Requires landlords of certain housing accommodations to include with all new and renewal leases, on any rent bills, including any electronic communication the informational material describing eligibility for and the benefits of the senior rent increase exemption program and the disability rent increase exemption program.
Expands the definition of mental health care provider for the purposes of the penal law; expands the conditions under which a person is deemed incapable of consent.
Protects the rights of people in prisons, jails and forensic facilities; limits the use of cell or segregated confinement; grants access to tablets, visitation, and certain items.
