Provides for the remote conduct of certain practices and procedures including meetings and notarizations utilizing electronic and/or audio-visual technologies.

Requires the department of health to support tobacco and vapor product use prevention and control activities including marketing and advertising to discourage tobacco and vapor product use among consumers historically targeted by tobacco and vapor product advertising and manufacturers.
Prohibits adult-use dispensing facilities and tobacco businesses from opening until one hour after the latest beginning of a school day of any school located within one mile of the facility or business.
Relates to application requirements for private or government entities that wish to provide electric service converting residential rental buildings from being mass-metered to submetered.
Includes whether an individual was in custody on the death certificate for such individual; requires such information to be included in the publicly available statistics published on the website of the department of health.
Enacts the "protection against unfair section 8 evictions (P.A.U.S.E.) act"; provides that in any case of public assistance where the municipality or section 8 refuses to pay the required portion of rent under any state, local or federal subsidy program due to building code violations or violations of the warranty of habitability pursuant to section two hundred thirty-five-b of the real property law, the tenant or lawful occupant of a dwelling shall not be required to pay their share under any state, local or federal subsidy program and shall not be subject to eviction summary proceedings for non-payment of rent or supplemental rent.
Requires the provision of paid family leave and certain other employee benefits when an employee is under a mandatory or precautionary order of medically-necessary quarantine or isolation issued by the department of health.
