Provides that individuals may receive breast cancer screenings under an insurance plan when such individual has a second degree relative with a prior history of breast cancer.
Establishes the crimes of aggravated threat of mass harm in the first degree and aggravated threat of mass harm in the second degree; makes such crimes hate crimes.
Directs the canal corporation to create a chart to identify, map and model normal and flood water flows in the Oswego river basin and the Mohawk river basin and report on the completed chart by July 1, 2027; requires the updating of such chart every five years to account for any changes in the normal and flood water flows.
Shifts the conducting of the income verification process for the purposes of the senior citizen tax exemption from municipalities to the department of taxation and finance.

Designates unlawful fleeing a police officer in a motor vehicle in the third degree as a class E felony; designates unlawful fleeing a police officer in a motor vehicle in the second degree as a class D violent felony offense; designates unlawful fleeing a police officer in a motor vehicle in the first degree as a class B violent felony offense.
Requires hearings on claims for compensation to occur within 120 days; results in a default judgment for the claimant if such hearing has not occurred within 120 days.
Relates to the provision of grants to eligible school districts to cover the costs of school resource officers employed at schools in such districts; authorizes boards of cooperative educational services to enter into contracts with local police entities to provide school resource officers.

Requires the consideration of complete street design for certain transportation projects which receive federal or state funding; authorizes the department to compile and make publicly available guidance and reference material related to consideration of complete street design.
