Authorizes members or officers of the state police who were previously firefighters receive credit for such previous firefighter service for the purposes of retirement.
Establishes an optional twenty-five year retirement plan for certain public safety dispatchers, public safety telecommunicators, 911 operators, communications officers, police communication technicians, emergency services operators and emergency services dispatchers employed by the state, or a county or municipal emergency services department.

Prevents public employers from diminishing health insurance benefits provided to retirees and their dependents or the contributions such employer makes for such health insurance coverage below the level of such benefits or contributions made on behalf of such retirees and their dependents by such public employer.
Requires gas pipeline facilities to accelerate the repair, rehabilitation, and replacement of equipment or pipelines that are leaking or leak prone and increase safety reporting relating to gas pipeline leaks; requires the public service commission to establish timelines for the repair, rehabilitation or replacement of leaking or leak prone infrastructure; requires the commission to provide a gas safety report to the legislature.
Relates to the assessment of extraordinary needs count for purposes of the apportionment of public moneys to school districts employing eight or more teachers; defines count of homeless children and children or youth in foster care.
Relates to owner liability for failure of operators to comply with toll collection regulations; requires public authorities to send a notice to owners upon incurring an obligation to pay a toll; provides for the adjudication of such liability and defenses to an allegation of liability; repeals certain provisions of law relating thereto.
