Enacts the regional equity in policy implementation act; establishes a regional impact assessment framework; requires a ten-point regional impact test for statewide climate, energy, and infrastructure policies.

Requires the state board of law examiners to establish protocols for addressing emergencies that occur during the administration of the bar examination, and to provide testing accommodations for persons who have applied for examination for admission to practice and are the subject of, or a witness to, or are affected by the emergency.
Establishes the small business working group to identify the twenty-five provisions of law or rules that are most frequently enforced through issuance of notices of violation and most frequently issued to small businesses; requires such working group to evaluate such provisions of law or rules to determine whether changes should be made to such provisions.
Enacts the "Customer Savings and Reliability Act" in relation to regional affordable gas transition plans to guide an orderly, affordable, and equitable right-sizing of the utility gas system in a manner that aligns with climate justice and emissions reduction provisions.
Provides earnings limitations for retired police officers employed part-time by municipalities with a population of less than 7,500; permits such officer to work up to five hundred twenty hours in any consecutive six-month period, with no suspension or diminution of retirement allowance; establishes villages or towns shall report such hours and salary earned on a monthly basis and shall contribute a percentage of the officer's excess earnings to the New York state and local police and fire retirement system.
