Enacts the "state and local clean energy partnership", directing the public service commission to establish a standard New York state community choice aggregation program for all utility service territories.

Provides that any claim for deceptive acts or practices against a distribution utility providing gas, electric or steam services to the public, the court shall have exclusive jurisdiction over such claim without regard to any defenses alleged; provides that in any claim for false advertising, the court shall have exclusive jurisdiction over such claim.

Establishes the statewide group home families working group; provides that duties include informing and advising the commissioner as to matters of importance for persons with developmental disabilities residing in group homes and their families and guardians, providing recommendations for statewide and regional priorities and goals for individuals residing in group homes and families and guardians of individuals residing in group homes, advising the commissioner on such other matters related to group homes as the statewide group home families working group deems relevant, holding regional public meetings to solicit and receive input from residents of group homes and family members and guardians of residents of group homes, and any matter relating to the performance of their duties with relation to individuals in group homes and on policies, Establishes the statewide group home families working group; provides that duties include informing and advising the commissioner as to matters of importance for persons with developmental disabilities residing in group homes and their families and guardians, providing recommendations for statewide and regional priorities and goals for individuals residing in group homes and families and guardians of individuals residing in group homes, advising the commissioner on such other matters related to group homes as the statewide group home families working group deems relevant, holding public meetings to solicit and receive input from residents of group homes and family members and guardians of residents of group homes, and any matter relating to the performance of their duties with relation to individuals in group homes and on policies, goals, budget and operation of group homes.

Allows the department of financial services to have additional oversight of banks and insurance companies that are not currently licensed in this state; provides penalties for violations.

Provides for minimum wage requirements for miscellaneous industry workers; establishes a one fair wage reimbursement credit.

Increases the amount of residential solar tax credits.

Requires the New York state energy research and development authority to develop recommendations regarding the establishment of microgrids.

Enacts the "public university emergency contraception education act" requiring the commissioner of public health to establish a statewide emergency contraceptive college education and awareness program to promote public awareness in colleges and universities and to disseminate informational materials related to emergency contraception.

Requires certain watercraft, aircrafts, and trains to use clean energy, including ensuring such vehicles are zero-emissions; requires NYSERDA to study zero-emission commercial vehicles, the use of renewable energy in publicly funded airports, and the use of sustainable aviation fuel; requires NYSERDA to administer a grant program to flying schools and clubs that install charging infrastructure.

Prohibits the idling of any passenger vehicle, with certain exceptions, for more than 3 consecutive minutes; establishes the first violation is a warning and subsequent violations of such section are traffic infractions punishable by a fine of $150.

Prohibits the use of consumer credit history in hiring, employment and licensing determinations.

Establishes a state SNAP minimum benefit program to provide a minimum amount of supplemental nutrition assistance program benefits that is higher than the amount of federal SNAP benefits.

Enacts the "Marvin Mayfield act", eliminating mandatory minimum sentences.

Requires all incarcerated individuals who do not have a high-school diploma or its equivalent to receive a reading proficiency level assessment and dyslexia screening upon intake by the department of corrections; requires for such individuals who perform below a certain proficiency level to be provided with intervention services that are evidence-based, effective and consistent with science-based research specifically tailored to addressing dyslexia.

Prohibits fuel oil, grade number four in any building or facility in the state after July 1, 2030.
