Authorizes the New York state energy research and development authority to develop, implement, administer and operate a temporary middle income home energy assistance program; suspends certain taxes on home heating fuels; makes an appropriation therefor.
Extends the statute of limitations of actions related to certain sex trafficking offenses, reviving such actions otherwise barred by the existing statute of limitations; grants trial preference to such actions; exempts such actions from certain provisions requiring notice of claims.
Requires health insurance for state officers and employees who receive health insurance benefits from the state to take effect immediately upon employment.
Requires health insurance policies and contracts shall provide coverage for the diagnosis and treatment of lymphedema, both primary and secondary lymphedema; requires such coverage shall include benefits for equipment, supplies, devices, complex decongestive therapy and out-patient self-management training and education for the treatment of lymphedema, both primary and secondary lymphedema.
Relates to the oversight of immigration detention facilities; prohibits municipalities from using funds or resources for the construction of any new detention facility or the expansion of any existing detention facility without approval by the legislature; establishes a committee on immigration detention oversight.
Relates to a state transportation plan; requires such plan include a minimum twenty-year forecast period at the time of adoption, assessing long-range needs spanning such period, including a forecast of highway pavement and bridge conditions.
Provides access to menstrual products in toilet facilities in public buildings owned or leased by the state that are determined to be opened to the public; requires reporting.
Amends procedures required for the custodial interrogation of children to provide additional protections and for taking juveniles and sixteen and seventeen year olds into custody.
Prohibits the knowing sale, offer for sale, or delivery of xylazine to persons under the age of 21 and without proof of the intended use for institutional, veterinary, or scientific purposes.
Establishes a 13 member veteran suicide mortality review board to serve as the statewide entity responsible for the multidisciplinary review of suicide deaths among veterans by identifying trends and systemic factors contributing to veteran suicide; assessing gaps in services, access to care, and institutional practices; developing evidence-based recommendations for prevention and policy improvement; and promoting collaboration among relevant state, local, and federal agencies.
