Relates to the creation of the emergency financial relief fund to provide financial relief to federal employees or employees of federal contractors who are residents of New York state and required to work without compensation or placed on unpaid leave as a result of a lapse in appropriations by the United States government beginning on or after December 22, 2024; provides financial relief to non-profit organizations licensed to do business in New York state, with a contract to provide services to the federal government, and that are not providing such services as a result of such lapse in appropriations.
Enacts the "making equitable and alternative lunches (MEAL) act"; requires a public school to offer a plant-based food option, a halal food option and a kosher food option as an alternative to every meal or snack offered in food service to any student who chooses such alternative meal or snack as an option.
Enacts the "Drink Up Act"; requires every public school to offer water in a sealed bottled container as an additional drink option to any student during lunch at no cost to such student.
Relates to notification and hearings for proposed construction or removal of bicycle lanes or racks; requires a presentation at a public hearing when the department of transportation proposes to construct or remove a bicycle lane or rack; defines terms.
Provides that hospitals which offer medical residency training in obstetrics, gynecology, internal medicine, women's health and osteopathy shall provide training which follows the Accreditation Council on Graduate Medical Education or the American Osteopathic Association special requirements for obstetrics-gynecology; provides for experience with induced abortions and complications thereto except where residency program has a religious, moral or legal restriction which prohibits residents from performing abortions within the institution.
Establishes the "protect our privacy (POP) act" to impose limitations on the use of drones for law enforcement purposes; prohibits the use of drones by law enforcement at concerts, protests, demonstrations, or other actions protected by the first amendment.
Provides presumptive eligibility for medical assistance benefits for persons released from correctional facilities for at least sixty days following release; provides for enrollment of such individuals upon release upon application, if eligible.
Adds to the crime of public lewdness the electronic transmission of an image depicting exposed private or intimate parts without the consent of the recipient.
Requires police officers to report the misconduct of a police officer; requires the division of criminal justice to establish a protocol to be followed by police agencies when handling and recording mandatory reports of misconduct by a police officer; establishes the crime of failure to report misconduct by a police officer.
Includes Lyme disease and other tick-borne diseases as occupational diseases for purposes of workers' compensation; clarifies that disability includes disability caused by Lyme disease or other tick-borne diseases; requires insurance coverage of long term medical care for Lyme disease and other tick borne diseases.
Establishes the "earned time act" providing for time allowances against the term or maximum term of sentences imposed by the court to be credited on an annual pro rata basis.
Relates to prohibiting the exclusion of coverage for losses or damages caused by exposure to lead-based paint; provides that no insurer licensed or permitted by the superintendent to provide liability coverage to rental property owners shall exclude coverage for losses or damages caused by exposure to lead-based paint.
