Enhances know your customer requirements and responsible gaming procedures; relates to the opening and closing of an authorized sports bettor's account; prohibits an authorized sports bettor from allowing another person to access such bettor's account; allows a bettor who does so to be designated a prohibited bettor; provides for the disposition of revenues from violation fines.
Prohibits the issuing of major renewable energy and major electric transmission facility siting permits in designated grassland bird conservation centers including, but not limited to, three such centers in Jefferson county, one center in Saint Lawrence county, the Oak-Orchard-Iroquois center, the Washington County Grasslands center, the Finger Lakes National Forest center and the Shawangunk Grasslands.
Restricts youth sports organizations and youth sports facilities from prohibiting attendees of youth sports events from recording personal media; provides exceptions related to safety or privacy, areas restricted to the general public, and uniform restrictions on all attendees unrelated to the purchase of a professional media package.
Requires mobile sports wagering operators to submit anonymized data to the gaming commission; authorizes the gaming commission to share such data for the purposes of studying the impact of mobile sports wagering on problem gambling.
Relates to standards relating to hydrofluorocarbon substances; provides that any rules or regulations relating to hydrofluorocarbon substances established or implemented by the department of environmental conservation shall conform with, and shall not exceed, any applicable rules or regulations set forth in 40 C.F.R. Part 84, as in effect on October first, two thousand twenty-five.
Repeals provisions relating to resolutions of disputes in the course of collective negotiations with certain deputy sheriffs to provide such deputy sheriffs with the same interest arbitration scope as municipal police officers.
Establishes a program enabling counties to opt-in to allow county jails to operate jail-based competency restoration services for incarcerated individuals deemed unfit for trial due to mental incapacity.
Provides a rebuttable presumption relating to recertification as a minority and women-owned business enterprise if there is no change in the ownership of the enterprise and no material change in the nature or management of the enterprise from the time of approval of the previous minority and women-owned business enterprise certification.
Extends the statute of limitations of actions related to certain sex trafficking offenses, reviving such actions otherwise barred by the existing statute of limitations; grants trial preference to such actions; exempts such actions from certain provisions requiring notice of claims.
