Directs the commissioner of the office of mental health and the director of the state office for the aging shall establish a mental home health services program for the aging to facilitate access to mental home health services to respond to identified mental health needs, including those needs that may have resulted from the COVID-19 pandemic, and for the aging or families that may not have access to mental health professionals in-person; makes related provisions.
Enacts the "stop Anti-Semitism on college campuses act" to ensure no state aid is granted to any college or university that authorizes, facilitates, provides funding for, or otherwise supports any event promoting Anti-Semitism on campus; defines "Anti-Semitism".
Improves the transportation of children with special needs to and from school; provides that bussing time shall not exceed one and one-half hours; provides a special needs liaison to work with each family with a child with special needs; makes related provisions.
Requires the state to reimburse municipalities for loss of real property tax revenue resulting from the establishment of community residential facilities for the disabled.
Establishes the "removing barriers to higher education success act" which directs the state university and city university to adopt policies that makes certain documentation submitted by an enrolled or admitted student sufficient to establish that such student is an individual with a disability.
Establishes minimum compensation standards for the reimbursement of home health agencies and persons employed thereof; directs the commissioner of health, in consultation with the commissioner of the office for people with developmental disabilities to develop methodologies to determine such minimum compensation standard.
Makes an appropriation of seven million dollars over seven years to the Island Park School District for the purpose of stabilizing the Island Park School District and offsetting a loss of tax revenue.
Allows for certain rules and regulations to be waived in order to promulgate collaboration between mental health providers to develop programs for the benefit of the mentally ill.
Requires all new residential and commercial units in Suffolk and Nassau counties, including all structures that have realized repairs or improvements that are equal to or greater than fifty percent of the structure's value, to install underground service drops at such locations.
Prohibits the administration of COVID-19 mRNA vaccinations; requires the department of health to conduct a study and make recommendations on the benefits and risks of the administration of such vaccines; requires a self-controlled case series to be completed; makes related provisions.
Requires school districts and board of cooperative educational services to pay physical therapists and occupational therapists in alignment with the department's career ladder pathway framework; makes related provisions.
Relates to prevailing wage requirements applicable to brownfield remediation work performed under private contract as it relates to certain remediation activities, for sites that are seeking or have received a determination that the site is eligible for the tangible property credit component of the brownfield redevelopment tax credit, and the work is paid for in whole or in part by public funds.
