Establishes the crime of aggravated harassment of a rent regulated tenant which occurs when an owner intentionally engages in a systematic ongoing course of conduct to induce three or more rent regulated tenants occupying different housing accommodations in two or more residential buildings to vacate such housing accommodations or if such owner commits the crime of harassment of a rent regulated tenant and was previously convicted of the same crime in the past five years.

Requires property/casualty insurance companies to submit certain zip code-level data to the department of financial services on nonrenewal rates, nonpayment cancellation rates, other cancellation rates, claim frequency rates, average claim amounts, paid loss ratios, and average premiums; requires property/casualty insurance companies that use a natural disaster risk model or scoring method to assign risk, information about such model or scoring method; authorizes a premium discount to policyholders of homeowners insurance or property/casualty insurance applicable to residential real property who demonstrate certain mitigation actions; requires insurers to post about such discounts on their public websites; relates to the timing of cancellation and nonrenewal notices for certain insurance policies; relates to increasing membership of the board governing the New York property insurance underwriting association; requires a quadrennial report on the activities of such association; increases such board membership to 23 including 6 directors appointed by the legislature and 4 directors appointed by the governor.

Provides that the attorney general may bring a civil action against a responsible party for recovery of certain costs and assessments arising from a climate disaster; provides that an insurer doing business in this state and the New York property insurance underwriting association who has suffered harm as a result of a climate disaster may bring a civil action against a responsible party.

Enacts the "extended producer responsibility for artificial turf act".

Provides for energy efficiency improvements to certain windows; relates to certain alterations concerning windows and HVAC equipment in multiple dwellings.

Relates to certain alterations based upon which room is being altered in a multiple dwelling.

Moves the date of the presidential primary to the first Tuesday in March, also known as Super Tuesday.

Congratulating the 2026 New York State Senate Women of Distinction

Provides for the types of damages that may be awarded to the persons for whose benefit an action for wrongful death is brought.

Directs utility corporations to petition the public service commission for approval of electric grid utilization metrics; directs the public service commission to determine which electric grid utilization metrics shall be approved and how such metrics shall be applied; directs the public service commission to submit an annual report to the legislature and governor.

Enacts "Francesco's law" which establishes violations for the failure to safely store rifles, shotguns, and firearms in the presence of a minor or a prohibited person; requires the office of gun violence prevention to collect and analyze statistical and other information and data with respect to injuries or deaths of minors resulting from failure to safely store a firearm, rifle, or shotgun.

Requires public schools to offer plant-based food options in food service.

Limits robocalls to state residents; requires telephone service providers to offer free call mitigation technology to telephone customers.
