Directs the metropolitan transportation authority to rename the Kingston Avenue train station, located in the borough of Brooklyn, to the Chabad Lubavitch World Headquarters at Kingston Avenue station.
Establishes the affordable housing broadband assistance grant program within the division of broadband access to support no-cost and/or discounted subscriptions for households receiving federal, state, or local housing assistance or residing in housing units designated for low-income and/or vulnerable populations.
Directs electric corporations and combination electric and gas corporations to file a cost-effectiveness and timetable analysis as part of any base rate proceeding with the public service commission; directs NYSERDA to conduct a study on the effectiveness of advanced transmission technologies.
Prohibits local, state and federal law enforcement officers from wearing any mask or personal disguise while interacting with the public in the performance of their duties; excludes certain protective masks.
Enacts the "community solar opportunity and local approval reform (Community SOLAR) act"; authorizes municipalities to establish standards for distributed generation energy facilities.
Establishes a right of action for the deprivation of constitutional rights; provides for compensatory damages, punitive damages, injunctive and declaratory relief, and reasonable attorney's fees.
