Prohibits insurance companies from discriminating based on genetic predisposition including refusing to issue or renew, charging any increased rate, or restricting any length of coverage; prohibits insurers from requiring genetic testing.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Enacts the "choice in responsible gaming act"; requires mobile sports wagering operators to establish default betting limits on their platform and to notify authorized sports bettors of their ability to opt-out of the default betting limits.
Enacts the "Lead Free Homes Act"; requires the department of health to promulgate standards for lead remediation and abatement of exemption; provides tax credits to class A multiple dwelling owners who undertake a successful lead remediation or abatement; requires lead testing on drinking water prior to the sale of residential property; requires owners of class A multiple dwellings to perform lead testing and provides for fines for violations.
Authorizes the department of motor vehicles to establish a program encouraging persons to scrap such person's petroleum or diesel motor vehicle in favor of a zero emission or electric motor vehicle by providing a five hundred dollar rebate for the purchase of such new zero emission or electric motor vehicle.
Establishes an additional low emission zone toll in the central business district for vehicles that do not meet federal emission standards as set by the United States environmental protection agency.
Relates to access to educational activities by public assistance recipients who are subject to work participation requirements; allows homework expected or required by an educational institution to count towards satisfaction of the work activity requirements for public assistance benefits for participants engaged in certain educational or training activities.
