Requires a joint report by the state board of elections and state education department concerning the safety of students and staff at schools used as polling places for elections.
Provides for a phased decrease of excise taxes and sales taxes and petroleum business taxes on diesel motor fuel and motor fuel when the average price of motor fuel in the state exceeds $2.25 per gallon; authorizes cities having a population of one million or more and counties to adopt local laws limiting taxes on diesel motor fuel and motor fuel.
Requires certain health insurance issuers to certify that at least a majority of prescription drug rebates are provided to patients at the point of sale.
Excludes certain tuition payments by school districts for general education and special students residing in such school districts from the calculation of the tax levy limit.

Eliminates provisions of law that require the payment and subsequent refund of the ten cent diesel excise tax and sales tax on diesel motor fuel when sold to operators of commercial fishing vessels for use in the operation of such vessels.
Removes the provision that an immediate family member needs to be domiciled in the house of the license or permit holder for the purpose of commercial fishing license transfers.
